In the years before the September 11 attacks, the FBI and other U.S. agencies were already monitoring Osama bin Laden and the growing threat of al-Qaeda. Yet despite early warnings, international cooperation, and extensive investigations, the deadliest terrorist attack on American soil still took place.
To better understand what went wrong, I spoke with Ken Gray, a former FBI Special Agent who worked on counterterrorism during this critical period. In our conversation, he reflects on the challenges of tracking bin Laden, the miscommunication between agencies, and the missed opportunities that might have changed history.
